REP. MARK HOMER SIGNS LETTER TO COMPTROLLER COMBS
REGARDING CHANGES MADE TO TEXAS TOMORROW FUND

PARIS – Last week, Rep. Mark Homer (D - Paris) joined with forty-three of his fellow legislators in
signing a letter authored by Rep. Scott Hochberg (D - Houston) to Comptroller Susan Combs. The
letter discusses the strong objection to the action taken by the Texas Prepaid Higher Education
Tuition Board to deny promised earnings to Texans who invested in their children's futures through
the Texas Tomorrow Fund.


Comptroller Susan Combs chairs the Tuition Board, which recently moved to deny earnings to
those who no longer need their tuition paid because their children have earned a scholarship or
graduated from college early, or because their children passed away before reaching college age.
"Texans who bought into this program are being denied money that they were promised," stated
Rep. Homer. "This fund guaranteed parents peace of mind that the money they invested would be
there when they needed it. Now some parents have reached that point and they are being told "no".
That is unacceptable in my book."


Promotional material for the Texas Tomorrow Fund contains no warning that the state has an "out"
clause in the contracts, and the website for the Fund even states it is "backed by the full faith and
credit of the state of Texas. The state will honor all Texas Tomorrow Fund or Texas Guaranteed
Tuition Plan contracts purchased to pay for your beneficiary's education at a state-funded school."
Rep. Homer concluded by saying, "The letter we sent to Comptroller Combs urges the Board to
reconsider their action and honor their commitment to Texans. I believe it is important to keep our
promises and sincerely hope that the Board agrees with me."
