For Tuesday Night Meeting
CITY OF SULPHUR SPRINGS, TEXAS
REGULAR MEETING OF THE
CITY COUNCIL
DECEMBER 7, 2010
7:00 P.M.
AN EXECUTIVE SESSION WILL BE HELD AT 6:30 P.M. IN ACCORDANCE WITH TEXAS GOVERNMENT CODE 551.071, CONSULTATION WITH ATTORNEY REGARDING PENDING LITIGATION.
The regular meeting of the Sulphur Springs City Council will be held at 7:00 p.m. on Tuesday, December 7, 2010 in the Council Room at 125 South Davis. The following items will be discussed:
- Manager’s report will include status report of capital improvements, accidents and claims for the month, and a review of expenditures and revenues.
- Discussion/action on Consent Agenda.
- Discussion/action on public hearing for second and final reading of Ordinance No. 2585, a zone change request by owner Coy Johnson to rezone property located at 513 Oak Avenue, being further described as Lot 2A of Block 40-2, from Multi-Family (MF) to Professional Office (PO).
- Discussion/action on public hearing for second and final reading of Ordinance No. 2586 amending Chapter 25 of the Code of Ordinances of the City of Sulphur Springs, Texas by amending Section 25-54, Truck Routes and Parking; repealing and reserving Sections 25-55 through 25-56; repealing all conflicting ordinances; providing for an severability clause; providing an effective date; and providing for publication.
- Discussion/action on public hearing for second and final reading of Ordinance No. 2587 establishing maximum, reasonable and prudent rates of speed for certain portions of Highway 19.
- Discussion/action on first reading of Ordinance No. 2589 a City initiated rezoning request to rezone property located at 503, 519, and 527 Oak Avenue and 602 Gilmer Street, being further described as Lots 1A, 1B, 2AA, 2B, 2C, 3, and 3A of Block 40-2, from Multiple Family (MF) to Professional Office (PO).
- Discussion/action on first reading of Ordinance No. 2590 establishing maximum, reasonable and prudent rates of speed for certain portions of State Highway 11 between State Highway 19 and State Highway 154.
- Discussion/action on Resolution No. 1003 authorizing submission of request to become a Reservation System Participant to the Texas Department of Housing & Community Affairs for HOME funds.
- Read, as a matter of record, the list of recipients eligible to receive assistance through the Texas Department of Housing and Community Affairs HOME Program Contract No. 1001152 Owner-Occupied Housing Assistance.
- Discussion/action on Resolution No. 1004 developing and adopting the Sulphur Springs Beautification Award Program.
- Discussion/action on Specific Use Permit request for 326 East Industrial Drive.

Consent Agenda

- Consider for approval: the regular City Council meeting minutes of November 2, 2010; the Planning and Zoning Commission meeting minutes of November 15, 2010; and the Economic Development Corporation meeting minutes of October 25, 2010.

- The City of Sulphur Springs will provide assistance to the hearing impaired if notice is given to the City Secretary 48 hours prior to the scheduled meeting date so that appropriate arrangements can be made.

The City Council of the City of Sulphur Springs, Texas meets regularly on the first Tuesday of each month at 7:00 p.m. in the Municipal Building. The Council follows a printed agenda for official action, however, following the conclusion of the agenda, anyone may address the Council but Council will not take official action. Any individual desiring official action should submit his request to the office of the City Secretary by 12:00 noon on the Wednesday before the next regularly scheduled meeting.

- The City Council reserves the right to adjourn into executive session at any time during the course of this meeting to discuss any of the matters listed above, as authorized by Texas Government Code, Section 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations); 551.074 (Personnel Matters, must be stated specifically with regard to position) 551.076 (Deliberations about security devices) and 551.087 (Economic Development).
